The proposed sale aims to enhance Ukraine’s ability to counter current and future threats by improving its integrated air and missile defense capabilities.

The U.S. State Department has approved the potential sale of 500 Pac3 missiles for Patriot systems to Ukraine, according to the department’s announcement. The primary contractor is Lockheed Martin, with the total deal valued at $2.1 billion. Funding for the purchase will come from donations by Canada, Germany, and Norway through the JUMPSTART program, along with EU loan funds for military aid to Ukraine. The United States is not contributing financially to the acquisition, the department stated.

The proposed sale aims to enhance Ukraine’s ability to counter current and future threats by improving its integrated air and missile defense capabilities. In recent months, Ukraine has faced a chronic shortage of anti-aircraft missiles, prompting Russia to conduct widespread attacks using ballistic missiles against various targets, including critical infrastructure.

Russian Attacks and Infrastructure Damage

Primary targets included Kyiv, but attacks also struck and shut down metalworks plants in Zaporizhzhia and Dnipro provinces. In recent strikes on the capital, ballistic missiles hit thermal power plants, heating system facilities, metro stations, bridges over the Dnipro River, and a student dormitory in the “Kioto” park. The park, which entered the Guinness World Records in 2012 for having the world’s longest cherry blossom avenue, received the trees as a gift from the Japanese government.

On October 29, drone and missile attacks in several Ukrainian cities killed 21 people, including 15 on a train station platform in Dnipro, and injured nearly 100 others. In October alone, Ukraine faced over 100 ballistic missile attacks. NATO standards require at least two missiles to engage a single target.

Defense Challenges and Strategic Needs

Ukrainian military officials report that their air defenses are performing more effectively in real-world conditions due to gained experience. Ukrainian forces have also developed counter-drone systems and received fighter jet missiles from partners, enabling them to down over 70% of tactical drones since summer. In September, Zelenskyy requested 300 Patriot missiles from partners, estimating they would ensure stable energy grid operations during winter. Russian attacks were expected to average around 100 ballistic missiles monthly at that time.

Recently, Ukrainian security advisor Serhiy Beskrestnov, known by his nickname “Flash,” told journalists in Kyiv that Russia attacks with drones and missiles fresh off the production line, with most components sourced from China and Western countries, including the United States. Earlier, Zelenskyy linked Patriot missile deliveries to a Russian ceasefire on energy infrastructure strikes. After two weeks of restraint, Ukraine resumed attacks on a “Rosneft” refinery in Samara region, where reports indicate significant damage, thick black smoke rising from multiple sites, and suspicions of drone missile usage.

Russia has not honored the condition to halt attacks on Ukrainian energy infrastructure since its initial announcement at the start of the conflict, according to Donald Trump’s ceasefire proposal.
